SAPARD Agency, Romania
The SAPARD program (Special Program of
Pre-Accession for Agriculture and Rural Development) is a financial
instrument offered by European Union in order to help the candidates states
(the countries which submitted the accession request at the European Union)
in pre-accession process in agriculture and rural development domain. SAPARD
Agency is the national authority responsible with financial and technical
implementation of SAPARD Program. SAPARD Agency was set up through the
Government Emergency
Ordinance no. 142/ september 2000, approved via the Law
no. 309/ 2001 completed with Government Emercency Ordinance 140/200. The
Agency has a central unit and eight regional offices of implementation.

Club Europa is a not for profit organisation based in Bucharest, Romania
which has been active since 1995 in the field of European affairs. Initially
oriented to local European information projects it soon developed into an
international project partner, caplable to ensure a smooth understanding of
the Romanian legislation, local and central administration operation, public
policies as well as the local needs for information, guidance, advice and
training for a wide variety of beneficiaries from the public, private and
civil society sectors. Club Europa combines reliable project management
skills with an outstanding capacity to mobilize teams of local experts as
needed by European projects and co-ordinate inputs of multi-facetted
expertise and support services such as translation and publishing,
information packaging and delivery, ICT. Today, the agenda of Club Europa is
more than ever focused on bridging the gap between Romania and the European
Union, through research, publishing and communication, interactive and
proactive projects capable to bring together professionals and citzens from
all over Europe.
