Professional Career

  • 1962-1964 - Assistant Professor at Materials Endurance Chair, Machinery Engineering Faculty at Bucharest Polytechnic Institute

  • 1964-1968 - Attaché, subsequently third and second secretary, responsible for UNDP/UN and UN Economic and Social Council, Ministry of Foreign Affairs

  • 1968-1971 - Economic Analyst and Investment Officer within the Natural Resources and Transportation Division of UNDP (the pre-investment bank of UN system). In this capacity, contributed to the achievement, among others, of the following projects:

    • Uranium searching works in Somalia

    • Privatization of Abidjan water supply network

    • Setting up of CEPECA, Otopeni, Romania

    • Pre-investment studies for Accra-Tema Harbor modernization etc

  • 1971-1975 - First secretary, coordinator of the team for UN economic organizations (FAO, WHO, ILO); participated in the negotiations for IMF and World membership

  • 1975-1976 - Chargé d'affaires of Romania in Philippines

  • 1976-1978 - Counsellor in the Ministry of Foreign Affairs, Head of the International Economic Organizations Department; Romania's main negotiator for the General Agreement for Tarrifs and Trade

  • 1978-1981 - Deputy Director and Director a.i., Africa Directorate of the Ministry of Foreign Affairs, coordinator of economic and financial relations with the African countries

  • December 1981-January 1990 - banished from the Ministry of Foreign Affairs; shop floor engineer at Danubiana Tire Manufacturing Enterprise (Popesti-Leordeni, near Bucharest)

  • January 1990 - October 1990 - General Director, Directorate for North and South Americas and the Policy Planning Unit, Ministry of Foreign Affairs

  • October 1990 - July 1991 - Secretary of State, Head of the Public Information Department and Spokesman of the Romanian Government

  • July 1991 - May 1996 - Senior Banking Adviser, Coordinator of the Group for Romania with the European Bank for Reconstruction and Development, London. Operation leader for the main finance/restructuring EBRD projects in Romania, among which:

    • ROMTELECOM Network Modernization (EBRD Contribution = USD 180 Million)

    • Financing for modernization and restructuring of three oil drilling sections belonging to PETROM (USD 70 Million)

    • Two credit lines for the Agricultural Bank (USD 120 million)

    • One credit line for the Romanian Bank of Development (USD 50 million)

    • Setting up of VIROLITE SA, a joint venture company (USD 14 million)

    • Setting up of Siemens-Emcom, a joint venture company (USD 8 million)

    • Financing, with the State Ownership Fund, of the privatizations projects for Unilever-DERO Ploiesti, PROCTER & GAMBLE - Romtensid Timisoara etc

    • Financing of hotel projects among which Athénée Palace Hilton Bucharest (USD 14 million)

    • Structuring EBRD participation in setting up private banks in Romania, such as Ion Tiriac Bank (20%) and Bucharest Bank (25%)

    • Privatization/restructuring studies for ARCTIC SA, Gaesti, ROMAN SA, Brasov, Romanian Lightning Industry etc

  • February 1997 - May 1998 - Deputy Chairman of the Board of Directors, State Ownership Fund

  • May 15, 1998-October 12, 2004 - President of the Romanian Bank for Development (BRD), which became, after privatization, RBD-Group Société Générale. During his chairmanship, the Romanian Bank for Development received following awards

    • "The Best Bank in Romania" for 1999 and 2000, by EUROMONEY

    • "The Best Domestic Bank" in 1999, by "Piata Financiara" Magazine

    • "The Best Privatization in Central and Eastern Europe Prize", in 1999, by the worldwide reference magazine "Privatization International"

    • "The Best Bank in Romania" in 2000 and 2001, by the prestigious "Global Finance Magazine"

  • Since January 2005 - Partner of Baltazar, Bloom & Parvulescu Financial Consulting, Bucharest
